I am going to talk about the new Chief Executive’s Advisory Panel for Child,Youth and Family (CYF) New Zealand.
I was the first person to go before this panel with two complaints and had one upheld and the other still in limbo…
I want to point out I have no issues with the Panel they did a fantastic job and I got a good hearing.
However there is a number of issues getting to the panel as CYF seem to make that as hard as possible for many people that have tried, then if you get to the Chief Executive’s Advisory Panel for Child Youth, and family, you have to somehow get CYF to give an accurate account often with their word against your and no independent way to verify the truth. Its' thier word against yours. So I think its fair to say the odds are stacked again you for these and many other reason I will soon explain.

Well I have seen your videos “ the list part 1&2, family torn apart 1-3 and think its interesting the excuses the Acting CEO makes. Many people all over New Zealand have reported this kind of stuff happening to them, yet CYF get away with it.. They don’t act when they should, then go over the top by threatening people..
I also read the book, “youbethejudge” and “The Gilling Report” form here http://www.youbethejudge.org In fact what was worse is that the person mentioned CYFS Supervisor, Elizabeth Matich, ended up on the West Coast to harass others as the family group conference, coordinator, and by the way she is not registered with the Social Worker registration board, either..
So it seem if you do the things Elizabeth Matich does you get promoted, when in fact some could say you should be sacked. So my question is did the Chief Executive’s Advisory Panel look into any aspect of this in their report. I can clearly recall the issues you had with Elizabeth Matich, and shocked by her behavior as you reported it, was that ever denied? I agree with you its CYF ethical behavior that is the root of their evil. I recommend everyone read chapter 1, pages 135 to 150.

strategies for ensuring quality child protection services?
Why does
this matter?
Child Youth and Family Services must have public confidence if it is to do its job well. It has
frequently been criticised for both excessive and inadequate intervention. Whether the criticism is just
or unjust it has a corrosive effect. A standard of practice would be supported and public confidence
enhanced by a system of independent audit such as is carried out in schools by the Education Review
Office (ERO).
Party responses
Greens Yes. This is part of our commitment to implement the findings of the Brown Report. We support the
development of effective models for genuine monitoring which do not require significant extra
bureaucracy. Example include as the role of the Mental Health Commission in monitoring the
implementation of the Blueprint for Mental Health or the role of Parliamentary Commissioner for the
Environment and the Auditor General in monitoring the Electricity Commission.
Labour A number of mechanisms are already in place aimed at ensuring community involvement in decisions
on policy and practice. For example, each Child, Youth and Family site has a Care and Protection
Resource panel, which provides community involvement and oversight to the care and protection
process.
The Children’s Commissioner has a special responsibility to monitor the policies and practices of the
Department of Child Youth and Family Services and other agencies that exercise a function, duty or
power under the Children Young Persons and their Families Act.
Decisions and plans are also subject to the oversight of the Family and Youth Courts.
Maori Party The Maori Party recommends that cultural safety audits should be carried out across all child
protection services.
National Yes. Auditing, however, must be fair and focussed on the delivery of positive outcomes for children.
United Future Yes. The Baseline Review and subsequent reviews of CYFs case management have underscored the
need for all agencies providing child protection and family support services to have rigorous records
and information systems in place; so that auditing and quality improvement can occur.

CYF Complaints Authority Fails Miserably
Family First NZ says that figures obtained from the Ministry of Social Development under the Official Information Act show that the CYF Complaints Authority is failing its job, that the Ministry has done virtually nothing to make people aware of its existence, and that CYF remains unaccountable.
According to the previous Minister for Social Development and Employment Ruth Dyson in response to our request for information last year, a pitiful $14,000 had been spent on brochures and some posters for distribution around CYF offices to advertise the Complaints Authority, and no additional training has been given to frontline staff in terms of referring clients to the Authority.
And the Ministry of Social Development has informed Family First this week that only three written complaints have been made since the Authority was established in July 2008.
“Family First is being regularly contacted by families who claim to have been unfairly treated by CYF social workers - yet they have no independent body to appeal to,” says Bob McCoskrie, National Director of Family First NZ. “Their only option is a costly court process where CYFS have an unlimited pool of resources to defend its actions, courtesy of the taxpayer.”
“This is grossly unfair when families are being ripped apart, often just based on the subjective judgment of a social worker. The recent response to the CYFSWatch website shows just how deep-seated the concern is.”
“An independent CYF Complaints Authority is in the best interests of the social workers,” says Mr McCoskrie, “as it will provide an independent body to ensure that appropriate policy and procedures have been followed. This will result in public confidence and accountability for actions and decisions by CYF workers.”
“There is a Health and Disability Commissioner, a Police Complaints Authority, even a Motor Vehicle Disputes Tribunal. We desperately need an independent body to hear complaints about the highly sensitive nature of intervening in families.”
“The Advisory Panel being adopted by the Ministry of Social Development has the inherent flaw of not being independent, and the Chief Executive still has the final decision as to the success of the complaint. This is unacceptable.”
Family First calls on all MP’s, the majority who will have received anecdotal evidence of claims of unfair treatment by CYFS, to support the urgent establishment of an independent CYF Complaint Authority.

I was going to take a complaint to the Chief Executive’s Advisory Panel, and CYF said go ahead...
O by the way, your next two access visits are cancelled... Staff will be to busy writing reports to arrange visits. We have limited resources and the more we have to justify ourselves we need to make time for that LOL.
So yea, I am sure people will come forward NOT, while they have my kid I will do and say nothing about them that can identify me, for their sake.
Cyfs CEO and Minister Should resign.
I work for a None Government Organization that gets some funding from Child Youth and Family (CYF). We had Graeme’s CYF petition out on the front counter for people to sign. A person from the Ministry of Social Development, who Graeme has pointed out before but for those who don’t know run CYF, said don’t bite the hand the feeds you…
Anyone who supports the petition could create a conflict of interest if they get funded by the MSD in nay way. I hope people see those comments for what they are an in their own personal capacity pass the petition around and spread the word far a wide.
